U.S. policy discouraged companies from seeking oil contracts in Iraq with regional governments at the time Hunt Oil Co. signed its deal in 2007, according to a government watchdogs report.

However, Dallas-based Hunt didnt break U.S. rules because the policy was "ambiguously articulated" and didnt have the force of law, according to a report issued Tuesday by the State Departments inspector general. The governments communication of its policy to oil firms was so muted as to be "essentially passive," the inspector general reported.
