NEWPORT NEWS, Va. -- Hampton Roads' jobless rate declined to 5.4 percent in July, down from 6.1 percent in June. But the number was up from last July's 5.0 percent. William Mezger, senior economist with the Virginia Employment Commission, said the declines somewhat overstate that strength. In June, students were out looking for work, and by July, they'd either found work or stopped looking. Shipyard layoffs in May and June also boosted the Hampton Roads' numbers, making the July numbers stronger in comparison.
