Sep. 13--The city of Grand Forks' buyout program is moving along, but not without some snags.
Most homeowners who have reached agreements with the city are still without checks, while others are refusing to even take part in the program.
According to Wynne Consulting, the firm doing the buyout work for the city, 292 offers were made in the first phase, and 264 in the second. About 100 people in all have signed paperwork showing their intention to accept.
