Tip O'Neill, legendary speaker of the House during the Reagan years, was fond of saying "All politics is local" ... though for years cities were clearly not a priority II in Republican or Democratic controlled congresses or the White House.
President Obama, who started his career as a community organizer in Chicago, makes it clear that one of his first priorities is to establish a White House Office of Urban Policy to reverse decades of neglect of our cities, fully fund block community development grants and generally stimulate economic prosperity in the "metropolitan regions."
