The issue of the inter-relationship between democracy and development and vice-versa serves as the theoretical point of reference for a generally sound analytical survey of the political systems of all the states of Southeast Asia. To that end, the joint authors employ a common set of criteria by which to assess the degrees of presence and absence of democracy which is not viewed as an absolute condition. These criteria are: citizenship participation, electoral competition and civil liberties.
