SALEM - It turns out that dog people come in two breeds: those who like capping the number of canines you can keep at one time, and those who don't.
That dividing line was sharply drawn Monday in a legislative hearing on a bill to restrict so-called puppy mills in Oregon. Veterinarians, animal protection advocates and several dog aficionados turned out to support a bill that would limit at 50 the number of sexually intact dogs at least 2 years old that any person could have.
