New York state is about to start kicking businesses out of the Empire Zone program.
Under a new state law, economic development officials are looking for businesses that are not investing as much money as they are taking or used gimmicks to qualify for higher tax breaks than they deserved.
The state's method of picking the survivors does not bode well for energy companies and big real estate operations - the kinds of businesses that erased their property taxes without creating jobs.
