NEWARK, N.J.--Oct. 8--As the huge Penn Station board listing tracks and destinations rattled above her head, Gov. Whitman on Tuesday painted an ominous picture of commuter havoc in New Jersey if a threatened strike by an Amtrak union occurs later this month.
Whitman called on President Clinton and leaders of Congress to intervene in the stalemate between Amtrak and rail-line maintenance and repair workers. She also outlined what steps the state could take to dilute the effects of a strike on 65,000 New Jersey Transit riders.
