For quite some time, waste tires, piled high on private property and illegally dumped in alleys and on vacant lots, had been a problem for the city of Louisville, Kentucky (pop. 269,063). Finding a workable, cost-effective solution to the mountainous problem was frustrating, if not hopeless. Because the problem could not be addressed without a lengthy, expensive court process, mounds of tires at sites throughout Louisville continued to be eye sores and health hazards, costing the city about $1.75 per tire to dispose.
