Everything starts with an election. Voters go to the polls, and decide who they want to govern them. The leader of the political party that wins the most seats in the election becomes Prime Minister. He or she then picks a Cabinet. This is made up of ministers responsible for a specific area of government--Foreign Affairs, Finance, Defence, Health, etc..
The Cabinet, usually between 20 and 30 people, and the Prime Minister form what's called the Executive branch. Following the election, the Executive decides on what program of legislation it is going to introduce when it calls Parliament into session.
