The Texas Securities Board last week slapped an emergency cease-and-desist order against Aspen Explorations Inc., a Plano company that has ties to Arkansas. Its CEO is Greg Rand, whose pop is W.A. "Tony" Rand. About 20 years ago, Tony Rand was convicted of fraud and money laundering related to $17 million in financing he received to expand his North Little Rock theater chain.
