BELGRADE
In normal times, in a normal republic, the impact of individual politicians and of political parties is ultimately measured at the voting booth. When Serbian citizens go to the polls on September 21 to choose a new President and a new Parliament, however, they will find neither their one truly unblemished political figure, Vesna Pesic, nor her Civic Alliance Party on the ballot. Along with several other members of the opposition, including Belgrade's recently installed Mayor Zoran Djindjic, she is boycotting the impending elections.
