NEWPORT, R.I. _ The award of the Nobel Peace Prize to Jody Williams for coordinating a campaign to ban land mines represents the complete triumph of form over substance. While the carnage caused by land mines is indeed tragic, the treaty that Williams taunts President Clinton for not signing will not save a single life or limb. Indeed, by increasing the relative fighting power of potential aggressors, it could increase the likelihood of war.
