After several weeks of stalemate, the House and Senate defense authorizers yesterday reached agreement on a conference report on the FY '98 Defense Authorization Bill, accepting the new, softer position of the Depot Caucus on policy for distributing the weapons maintenance and repair workload currently performed at depots in California and Texas.
The House National Security Committee chairman filed the conference report with the House yesterday afternoon and the House is expected to vote on the bill today.
But the conference report still faces a filibuster in the Senate by Texas Sens. Kay Bailey Hutchison (R) and Phil Gramm (R) over the depot language, Senate ...
