Tanya Arpin, a Spencer resident, first put her name on the Worcester Housing Authority's waiting list in 1996, the same year the Unabomber was arrested at his cabin in Montana.
The Unabomber, Ted Kaczynski, got immediate federal housing. Ms. Arpin, 33, and her three children are still waiting.
Thirteen years ago, Ms. Arpin simply was having a hard time paying her rent. But 11 months ago, the number of work hours available to the waitress/bartender at Lashaway Inn in East Brookfield shrank to the point she could no longer meet her obligations.
