Introduction

A disastrous earthquake with a magnitude of 7.3 on the Richter scale struck Taiwan on 21 September 1999 at 1:47 a.m. The Central Weather Bureau of Taiwan located the epicenter at 23.85[degrees]N, 120.82[degrees]E near the town of Chi-Chi, as indicated in Fig. 1. The ground reptured for about 105 km along the Che-Lung-Pu fault. The horizontal peak ground accelerations measured at national strong ground motion stations TCU-065, TCU-072, TCU-078, and TCU-079, which can also measure structure responses and attenuation of ground motion, were 774, 465, 440, and 580 gal (1 gal = 1 cm/[s.sup.2]), respectively.
