Passing the buck, some have called it. The federal government has been passing off more and more responsibilities to state and local governments, which in turn are passing it off to private industry.
And such is the path being pursued by the Rand Corp., the Santa Monica think tank.
"We realized that we have to not only follow the money in order to fund our research, but follow the responsibilities and where the action is, and seek more work at these levels," said Jess Cook, a Rand spokesman.
