New York's power plants face roughly $200 million a year in new costs this year as they begin to pay for carbon dioxide emissions.
Will the "carbon tax," as some call it, create a drag on the economy? Or will it propel the state toward green prosperity?
The answer may depend on how effectively the state uses its newfound money to promote efficiency and alternative energy. Proponents argue that improved efficiency can more than offset higher prices.
