The City of Chattanooga turns over public funding for affordable housing to a non-profit intermediary, Chattanooga Neighborhood Enterprise. CNE's production record is so exceptional other cities are using it as a model for shaping their own programs. Should Memphis do the same?
At the 1997 U.S. Conference of Mayors in San Francisco in June, a Tennessee city took home the John J. Gunther Blue Ribbon Award for decent housing. The winner came as no surprise; most cities wrestling with housing issues know of the accomplishments of Chattanooga and the organization responsible for that city's affordable housing initiatives, Chattanooga Neighborhood Enterprise (CNE).
