It's hard to remember the New York that Rudolph Giuliani found when he won the mayoral election four years ago. Can there be a better reason why he deserves an overwhelming victory in the mayoral election on Nov. 4?
Four years ago, crime seemed out of control. The economy was just completing a four-year decline that saw a total of 326,900 jobs disappear, 9% of the entire workforce. The mood of the city was depressed and sullen. Businesspeople in particular were paralyzed by indecision, pessimistic about their own prospects and searching for an alternative to New York.
