A HOUSE committee yesterday approved for plenary debate a resolution seeking to convene Congress into a constituent assembly to amend the Constitution.

Voting 19-6, the House committee on constitutional amendments cleared Resolution 1109, drowning out the protesting minorities who were told by panel chairman Victor Ortega to take up their objections during the plenary debate.
