Developers could be required to pay for public art in future projects - and failure to act could be a good enough reason to refuse planning permission, according to a leading barrister.
Ian Dove, a QC at No 5 Chambers in Birmingham, has published an opinion on changes to planning legislation over the last ten years and the implications for public art.
Commissioned by ixia, the public art think tank, in association with legal practice DLA Piper, Mr Dove's opinion is the first major analysis of the area in more than 20 years.
