The Process, Stakes, and Prospects
Most discussions about current federal higher education policy invariably include the "reauthorization" of the Higher Education Act. As a participant in the last five Higher Education Act reauthorizations going back to 1972, and as the Staff Director of the House subcommittee handling the last three reauthorizations, I offer here a brief primer on the process, stakes, and prospects of this latest reauthorization.
