The state review of businesses receiving Empire Zone tax breaks found 640 across New York that failed to qualify. Among those were more than 150 in Central New York, Even before Gov. David Paterson used his new powers to kick undeserving companies out of the Empire Zone program, the businesses and their state legislators started to fight back.
Paterson's economic development staff mailed warning letters last week to 640 businesses that his staff thought did not deserve the tax breaks.
