Ken and Denise Newbern were at wit's end.
The city demanded that they paint the side porch of their Westhaven home or risk being summoned to General District Court.
It's not that the couple didn't want to comply. Ken, 56, had already stripped and sanded the porch, but by the time they received their first notice from the city on Feb. 4, he'd suffered a heart attack and undergone triple bypass surgery. He also had several strokes in the proceeding months.
"He wasn't able to finish the job, and I tried to explain that," Denise, 54, said.
