WASHINGTON - Senate leaders are planning to thrust cable-competition issues, including program-access policies, to the top of next year's agenda.
But Senate Commerce Committee chairman John McCain (R-Ariz.), who unveiled a broad 1998 telecommunications agenda last week, ruled out support for legislation that would freeze cable rates.
"To me, that is just a return to regulation," said McCain, who has repeatedly accused the deregulatory Telecommunications Act of 1996 of failing to foster video competition as a check on rising cable rates.
