Building upon the Air Force's successful Air Expeditionary Force (AEF) concept, the U.S. Air Forces in Europe's (USAFE) new commander hopes to establish a spinoff force to deal with humanitarian and other non-combat missions.
"I began exploring the concept of the [Humanitarian Expeditionary Force (HEF)] while serving on the Air Staff," USAFE commander Gen. John Jumper told Defense Daily yesterday in a telephone interview. "[But] now I have the opportunity to formalize this idea and interface with the Air Combat Command and the AEF Battlelab to put new ideas out there and possibly develop the necessary capabilities."
