A proposed clean-coal research facility in Elkton is generating buzz around Rockingham County.
The facility is being spearheaded by members of the Rockingham County Democratic Committee and a proposal has been sent to Gov. Timothy M. Kaine for consideration.
Although it's sparking interest locally, the proposal is sure to go up in smoke without backing from the state and federal governments.
The proposal, approved by Elkton Town Council in April, calls for state and federal funding appropriations of $100 million over five years.
