While Mayor Michael Bloomberg struggles to convince the state Legislature to give the go-ahead for congestion pricing, the tough fight to win approval in the City Council anointed winners and penalized losers. The scorecard:
WINNERS
The General Contractors Association and other groups, such as the New York Building Congress and the Central Labor Council, that funded ad campaigns. One piece, conceived by GCA Managing Director Chris Ward, said mass transit would be funded by wealthy SUV drivers from Westchester.
