A quarter of a century ago, the Liberation Tigers of Tamil Eelam looked like a potentially successful separatist movement. They represented a cohesive minority with legitimate grievances against the majority- controlled government of Sri Lanka. They had a natural base of support among the large Tamil community in southern India. And they had a knack for tactical innovation.

All those resources were squandered. Sri Lanka's civil war came to an apparent end Monday with the killing of the Tamil Tigers' leader, Velupilai Prabhakaran. The underlying causes of Tamil discontent remain to be addressed, and peace may not return easily ...
