Introduction
Under the reauthorization of the Marine Mammal Protection Act (MMPA) in 1988, and after a 5-year interim exemption period ending September 1995, the incidental take of marine mammals in commercial fisheries was authorized if the affected populations were not adversely impacted. The Marine Mammal Assessment Program (MMAP) of the National Marine Fisheries Service (NMFS), NOAA, provided funding to carry out population studies to determine the abundance, distribution, and stock identification of marine mammals that might have been impacted by commercial fisheries in U.S. waters (Braham and DeMaster(1)).
