The state's Integrated Waste Management Board recently crowed about its accomplishments in 2008, issuing an annual report on its various recycling and education programs.

Last year, when the free-falling economy in October hammered e-waste collectors having to cope with plummeting prices for plastic, steel and copper, many recyclers were forced out of business. But the state agency drew a happy face on its statewide e-waste recycling efforts.
