Federal agencies often move slowly, much like a tortoise. In the classic race with the hare, however, the tortoise eventually crosses the finish line. That's what appears to be happening with a competitive bidding demonstration project that the Health Care Financing Administration has planned for clinical laboratory services reimbursed under Medicare. HCFA wants labs to bid on the amount they would charge to service Medicare contracts for a certain area. The agency expects to show that competitive bidding results in lower lab' expenses for the Medicare program. The demo is slow moving, but HCFA maintains the position that the project will eventually see the light of day.
