The passage of the No Child Left Behind Act of 2001, with its requirement that school districts hire highly qualified teachers, has led to considerable controversy and vigorous debate about how to define and measure special education teacher quality (Brownell & Sindelar, 2008: Council for Exceptional Children, 2004). Chronic teacher shortages in special education have resulted in the proliferation of alternative routes to certification and great interest in evaluating which approach produces more capable special education teachers.
