NEWPORT - She's filthy, but she's friendly. She's a mangy Australian shepherd named Kiley who was left outside most of her life on a chain. She is desperately in need of a bath. And she may be one of the last dogs adopted from the Lincoln County Animal Shelter, if the operators can't figure out a way to solve a budget crunch that led Sheriff Dennis Dotson to recommend laying off four of the shelter's five employees.
