Both Eugene's and Lane County's budget committees struggle with serious cuts in revenue in the face of rising costs and increasing need for services in a serious recession. I should know: I'm currently on the city budget committee and served nine years on the Lane County Budget Committee. I have some thoughts about how they should address the difficult issues before them.
