DEADWOOD - It appears Ray Robinson's days as a miniature railroad operator may soon come to an end, say his allies in county and state government.
After a year battling Lane County over the permits he failed to acquire when he started building a scaled-down railroad on 41 wooded acres outside Deadwood 13 years ago, Robinson now faces scrutiny from state building officials, who sent him a letter noting that he may need to acquire an operating permit as an amusement ride. That could cost thousands of dollars, Robinson has estimated.
