Once Democrats in the Oregon Legislature decided to balance the state budget with $800 million in new revenues, a proposal to raise the state income tax was preordained. In Oregon's tax system, there's really nowhere else to go for significant amounts of money. The House Revenue Committee is planning to consider creating new brackets for upper-income taxpayers. Lawmakers should recognize that the increase would aggravate the systemic problems that contribute to Oregon's current budgetary problems, and take steps to mitigate the effects.
