The Detroit City Council voted this week to authorize an attorney to seek an injunction against trash incineration, but the fate of the city s trash disposal is far from clear.

Operations of the Greater Detroit Resource Recovery Authority, commonly called the incinerator, are a perennial hot-button issue. Community activists and environmentalists have argued passionately that the facility lessens the quality of life in the surrounding neighborhood.

Should the council obtain an injunction, says Councilwoman JoAnn Watson, who introduced the resolution, trash could go to a landfill outside the city.
