Not long into Bill Clinton's presidency, one of the lawyers working in his White House composed a confidential, 12-page memorandum. In a businesslike fashion, it ran through the various scandals and allegations that had embroiled the place. All 39 of them. The list began with the suicide of White House Deputy Counsel Vince Foster, the flap over hirings and firings within the White House travel office, and the expanding investigation into the Clintons' Whitewater land deal. The last item, a single word, was the most telling. It said simply: "Women."
