Ever since the first mainframe shops began counting lines of daily Cobol output, software managers have looked for a way to measure the performance of development teams--without much success. Sooner or later, most benchmarking methods seem to fail in the real world: They measure something, but they don't quantify critical intangibles like creativity, quality of technology, employee morale, or product vision.

Even if these intangibles are hard to measure directly, however, there are still plenty of indirect indicators--development methods, management processes, and product quality--that are surprisingly accurate signs of a development team that's firing on all pistons. ...
