Feb. 20--Remember that proposed light-rail line from Clackamas Town Center to Vancouver? It made a big-buck appearance on the ballot in November 1994 and has been in and out of the news ever since.

On Monday, Metro will release a mind-numbing, 700-plus-page environmental impact statement with charts, graphs, maps and narratives about a project that continues to survive despite political setbacks.
