Already feeling political and fiscal heat, South Carolina's special purpose districts are regrouping in the wake of a state Supreme Court ruling that could erode their taxing authority.
For several years, SPDs have been battling to preserve their role of providing infrastructure and essential services to rural communities. But in October, the Supreme Court rejected some SPDs' powers to impose taxes to pay for their operations.
"It could ultimately mean some of the functions being provided by the special purpose districts could be taken over by the (overlapping) city or county, if (SPDs) are not able to raise the money to provide the services," said Howard ...
