International human rights laws lack enforcement mechanisms. It is up to the individual states to apply them, and up to the international community to promote them. But the willingness of the international community to promote respect for human rights is hampered by two limitations: the rule against the interference in the internal affairs of other states; and the double standards applied in deciding which human rights violations around the world to criticise and which to ignore.
