WHEN the finance ministers and central bankers of the Group of Seven rich countries gather in London on February 21st, all eyes will be on Hikaru Matsunaga, Japan's new finance minister. His colleagues hope to hear what Mr Matsunaga is going to do about reviving the Japanese economy. But they will be bitterly disappointed. That Mr Matsunaga may seem a little bewildered is understandable. His predecessor was obliged to resign last month to take responsibility for the latest bribery scandal to rock the finance ministry.
