The West Virginia Public Energy Authority hasn't issued bonds since 1990, but that may change because of the efforts of Michigan-based MCN Energy Group Inc.
Last November, MCN and Gov. Cecil Underwood announced plans to develop a $200 million power plant in Mingo County, W. Va. Early next week the state Senate Finance Committee will consider whether to allow the company to use bonds issued by the energy authority.
That comes after a bill that restores the authority's bond issuing power passed the House last week. The companion bill in the Senate also would mandate that state agencies buy energy from the public authority.
