IF RONALD REAGAN were alive and visiting Hampton Roads, it would be easy to imagine him asking the pot-bellied masses: Are we better off today than we were in 1984?
Naturally, the answer would be, "Of course." The iPod is far superior to the Walkman. Mens' dress shirts come wrinkle-free and stain-resistant. Cable channels consist almost entirely of one-hour police dramas.
But what about frozen treats?
