The title of this volume appears in the foreword written by five previous Secretaries of the Departments of Labor and Commerce. Secretaries John Dunlop, Juanita Kreps, Ray Marshall, George Shultz, and Willard Wirtz write, "We commend his [Levitan's] life as an example to anyone who would become a productive and selfless public servant. . . . We trust that this book will serve as a reminder to old friends and an inspiration to those who come anew to devote hearts and minds to the world of social policy" (italics added).
