A battle for a new veterans outpatient clinic is being waged in the northwestern Twin Cities suburbs: Will the clinic be in Elk River, as federal officials suggested five years ago? Or will it go to Ramsey, which might gain the added benefit of using the clinic as a bargaining chip to land a Northstar rail station? Or will it perhaps be built somewhere else?
