All roads to the great American land wars often seem to lead westward, toward the wideopen spaces where ranchers and lumbermen have been waging noisy battles with environmentalists over property rights and resource management. But an important new front in the conflict has opened in an unlikely place, the famously laid-back Florida Keys, where at least 23 government agencies, bureaus, departments or services are vying for absolute control and ordinary people have come to believe that they have none.
